I thought division by zero was undefined. Can you really put an equals sign in there in that case?

In this case, the line between 6 years and 0 bills means the inversed division. That is, in 6 years we have 0 bills, which is equal to having 0 bills in 6 years which is equal to 0 bills/year. Notation is a convention.
